Possible Juvenile Offender Khatoun Hamidi Executed in Qazvin

Iran Human Rights (IHRNGO) – Khatoun Hamidi, a young woman who may have been a juvenile offender, sentenced to qisas (retribution-in-kind) for murder, was executed in Qazvin Central Prison.

According to information obtained by Iran Human Rights, a woman was executed in Qazvin Central Prison (Choobindar) on the morning of February 5. Her identity has been established as Khatoun Hamidi who was around 23 years old and had been sentenced to qisas for murder.

Speaking to Iran Human Rights, an informed source said: “Khatoun Hamidi had been behind bars for around 5 years on charges of murdering her fiancé. She didn’t love her fiancé and her father who was a drug addict had forced her to marry the victim who was wealthy.”

“Khatoun only had a brother, her mother had died and she felt like she was completely alone. Her brother threw himself into fire to obtain forgiveness from the victim’s family, but they refused and sought retribution,” the source added.

Khatoun Hamidi’s exact age at the time of the offence have not been established at the time of writing but it is believed that she may have been a juvenile offender. Iran Human Rights is continuing its investigations to establish her age.

At the time of writing, her execution has not been reported by domestic media or officials in Iran.

According to Iran Human Rights’ Annual Report on the Death Penalty, at least 211 of the 267 people executed in 2020 were sentenced to qisas (retribution-in-kind) for “premeditated murder.”

As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent and the circumstances.
