Iranwire Exclusive: Iranian Conservatives Rally Against Saeed Jalili’s Potential Presidency

Iranwire – Conservative politicians in Iran are contacting influential figures in Ali Khamenei’s office to prevent the potential presidency of hardliner Saeed Jalili, IranWire reports. 

Key figures reportedly involved include Mohammad Bagher Ghalibaf, the Speaker of the Parliament, and Ali Larijani, the former Speaker who was disqualified by the Guardian Council in the 2021 presidential elections.

Others include Ali Shamkhani, recently removed as Secretary of the Supreme National Security Council, and Sadegh Larijani, former head of the Expediency Discernment Council, who lost his seat in the Assembly of Experts and was subsequently removed.

“Jalili is an ideological zealot surrounded by other zealots. Most Iranians despise him, and his presidency would result in public anger,” a source told IranWire. 

These individuals are reportedly concerned about Jalili’s political extremism and rigid ideology during his six-year tenure as Secretary of the Supreme National Security Council, fearing it could lead to public dissatisfaction.

Following the death of Iranian President Ebrahim Raisi in a helicopter crash in northwestern Iran, Mohammad Mokhber has taken on the role of interim president. 

Early presidential elections are scheduled for June 28, ahead of the originally planned presidential election next spring, which would have allowed Raisi to seek re-election.

Given Iran’s political structure and Khamenei’s extensive support for Raisi, his second term as president was considered guaranteed by politicians and political groups. 

However, Raisi’s unexpected death has disrupted these expectations at a time when political groups were unprepared for a presidential election.

Saeed Jalili, who according to reports is seeking to prevent Khamenei’s political backing for his presidency, has been a significant behind-the-scenes figure in Iranian politics for the past three years. 

It is reported that many changes and appointments, including the alignment of political forces to various government positions, have been influenced by his considerations and suggestions.

Currently, Jalili is one of Khamenei’s two representatives on the Supreme National Security Council and a member of the Expediency Council.

 During Mahmoud Ahmadinejad’s administration, Jalili served as the secretary of the Supreme National Security Council and chief nuclear negotiator for nearly six years. 

Notably, during that period, he engaged in direct contact with then-US Deputy Secretary of State William Burns without Khamenei’s public permission. 

Burns later became the head of the Central Intelligence Agency (CIA) during Joe Biden’s presidency.

During one of the early rounds of negotiations, when Catherine Ashton, then the European Union’s High Representative for Foreign Affairs, participated as a negotiator for the world powers, the state newspaper “Iran” sparked public controversy by censoring Ashton’s attire.

This led Ashton to adjust her clothing to meet Iranian standards in subsequent meetings.

Additionally, Saeed Jalili declined Ashton’s request for a bilateral meeting during one of the negotiations.

Jalili ran for president in both the 2013 and 2021 elections but was unsuccessful on both occasions.

Ali Akbar Velayati, Khamenei’s advisor on international affairs and a candidate in the 2013 election, criticized Jalili’s approach during televised debates. Velayati stated, “Diplomacy is not only about showing violence and stubbornness,” and highlighted public dissatisfaction by saying, “People see that you have been in charge of the nuclear negotiations for several years, and you have not made a single step forward, while sanctions are increasing and the pressure is on the people.”

Jalili is one of the most influential opponents of the Joint Comprehensive Plan of Action (JCPOA) nuclear deal.

Ali Bagheri Kani, who served as Saeed Jalili’s deputy during his tenure as the Secretary of the Supreme National Security Council, has now become the acting Foreign Minister of the Islamic Republic. 

This change follows the death of Hossein Amirabdollahian, the former Foreign Minister, who was among the passengers in the helicopter crash that killed President Ebrahim Raisi.

یک منبع مطلع به ایران‌وایر اطلاع داده است که «محمدباقر قالیباف»، رییس کنونی مجلس شورای اسلامی، «علی لاریجانی»، رییس پیشین این مجلس که شورای نگهبان صلاحیت او را برای انتخابات ریاست جمهوری ۱۴۰۰ رد کرد، «علی شمخانی»، که سال گذشته از دبیری شورای‌عالی امنیت ملی کنار گذاشته شد و «صادق لاریجانی»، رییس مجمع تشخیص مصلحت نظام که اخیرا در انتخابات مجلس خبرگان شکست خورده و از آن حذف شده، ازجمله افرادی هستند که برای جلوگیری از حمایت دفتر خامنه‌ای از ریاست جمهوری سعید جلیلی، در تلاشند.

براساس گزارش رسیده به ایران‌وایر، دلیل مخالفت این افراد با ریاست‌جمهوری احتمالی جلیلی، تندروی سیاسی و و افکار جزم‌اندیشانه او در دوره شش ساله دبیری شورای‌عالی امنیت ملی عنوان شده است که به تعبیر آن‌ها، می‌تواند باعث نارضایتی عمومی خواهد بود.

به‌دنبال کشته شدن «ابراهیم رئیسی»، رییس‌جمهور ایران در سقوط هلیکوپتر در منطقه در شمال غربی ایران، «محمد مخبر» کفیل ریاست جمهوری شده و قرار است انتخابات زودهنگام ریاست‌جمهوری در ۸ تیر برگزار شود.

چهاردهمین انتخابات ریاست جمهوری ایران باید بهار سال آینده برگزار می‌شد و ابراهیم رئیسی فرصت داشت یک بار دیگر خود را نامزد انتخابات کند.

باتوجه به آرایش سیاسی کشور و حمایت گسترده و بی‌سابقه خامنه‌ای از رئیسی، دور دوم ریاست‌جمهوری او از سوی سیاستمداران و گروه‌های سیاسی تضمین شده محسوب می‌شد، اما مرگ غیرمترقبه ابراهیم رئیسی، معادلات در این کشور را در شرایطی که گروه‌های سیاسی آماده انتخابات ریاست‌جمهوری و تغییر رییس‌جمهور نبودند، تغییر داده است.

سعید جلیلی که بر‌اساس گزارش دریافتی، تلاش برای جلوگیری از حمایت سیاسی بیت رهبری از ریاست‌جمهوری او در جریان است، در سه سال اخیر مرد پشت پرده سیاست در ایران بوده است.

گفته می‌شود که تغییرات و تحولات ازجمله جابه‌جایی نیروهایی سیاسی در مناصب مختلف دولتی و حکومتی، با در نظر گرفتن ملاحظات و پیشنهادات او انجام می‌شود.

جلیلی در‌حال‌حاضر یکی از دو نماینده علی خامنه‌ای در شورای عالی امنیت ملی و عضو حقیقی مجمع تشخیص مصلحت نظام است.

در دولت «محمود احمدی‌نژاد»، سعید جلیلی به‌مدت نزدیک به ۶ سال دبیر شورای‌عالی امنیت ملی و مذاکره کننده ارشد اتمی بود. در آن دوره، او بدون مجوز علنی خامنه‌ای وارد تماس مستقیم با «ویلیام برنز» معاون وزارت خارجه آمریکا شد که بعدا در دوره ریاست‌جمهوری «جو بایدن»، به ریاست سازمان اطلاعات مرکزی (سیا) رسید.

در یکی از اولین دوره های مذاکرات، زمانی که «کاترین اشتون»، مسوول سیاست خارجی اتحادیه و طرف مذاکره جلیلی از سوی قدرت‌های جهانی بود، روزنامه دولتی «ایران» با سانسور لباس اشتون، باعث بروز چنان جنجال‌های عمومی شد که او در جلسات بعدی، آشکارا پوشش خود را به معیاری‌های مورد پسند مقام‌های ایرانی تغییر داد. جلیلی در یکی از مذاکرات، درخواست اشتون برای دیدار دوجانبه را هم رد کرده بود.

سعید جلیلی در انتخابات ریاست‌جمهوری سال ۱۳۹۲ و ۱۴۰۰ نامزد شد، اما در هر دو انتخابات شکست خورد.

«علی اکبر ولایتی»، مشاور امور بین‌الملل خامنه‌ای که او هم در انتخابات سال ۱۳۹۲ نامزد انتخابات بود، در مناظره‌های تلویزیونی به تندی به عملکرد جلیلی تاخته و گفته بود «دیپلماسی فقط خشونت نشان دادن و سرسختی نشان دادن نیست» و «آنچه که مردم می‌بینند این است که شما چند سال مسوول مذاکرات هسته‌ای هستید و یک قدم هم پیش نرفتید و هر روز تحریم‌ها بیشتر و فشارش روی مردم می‌آید.»

آقای جلیلی از بانفوذترین مخالفان توافق اتمی برجام است. او در زمان به دست آمدن این توافق به نماینده خامنه‌ای در شورای عالی امنیت ملی گفته بود «اگر برجام توافق خوبی بود، رهبر انقلاب، مجلس و شورای‌عالی امنیت ملی، ۲۸ شرط برای اجرای آن اضافه نمی‌کردند. برجام بدون این شروط واویلاست.»

«علی باقری کنی»، معاون جلیلی، در زمانی که او دبیر شورای‌عالی امنیت ملی بود، اکنون با کشته شدن «حسین امیرعبداللهیان»، وزیر خارجه که از سرنشینان هلیکوپتر رئیسی بوده، سرپرست وزارت خارجه جمهوری اسلامی شده است.
